After much deliberation, I have decided to test this system completely from scratch. For ease of understanding, I've broken it down into sections.
1) Unit size
A squad is a player character and their group of NPC characters. For moderation purposes, a squad is no larger than 5 but no smaller than 4.
A fire team is either 2 or 3, half of a squad.
A platoon is 12 to 15, three squads.
A battallion is 24 to 30, 2 platoons.
2) Encounters
An encounter is basically any interaction between two units. Once we have a cartographer, encounters will include basic maps, but for now it will be solely rp driven.
A battle is anything involving a platoon or more troops on both sides. Battles will have victory conditions that vary from the usual "kill everything" to "hold the bunker until reinforcements arrive" and anything in between.
A skirmish is anything involving less than a platoon and the only condition for victory will be to kill everything or force a retreat.
3) Moderation
Due to the nature of modern warfare, any sort of formula seems impractical to me. Therefore, whether or not someone is hit and whether or not someone dies is completely up to the moderator. That being said, player characters will always survive if at all possible.
All moderator decisions are final.
